That doesn't just happen. There has to be a serious reason, terrorists, maybe?

You're right. There's more to it than just "bringing back too many Christmas presents". I lived in Buffalo for 20+ years, have relatives living in Toronto, and have crossed the Canadian border, literally, hundreds of times. Citizens have the right of re-entry. Non-citizens do not.
