I did see that but couldn't find exactly what I needed. How long does someone need to be unpaid before you can advertise their horse for sale/auction?

If I recall it's surprisingly not as long as I thought it would be.

From Horse News & Views January 2002

Under the Innkeepers Act of Ontario, a stable owner has the right to sell, at public auction, any horse if its owner has not paid for food, accommodation or labour provided to the horse for two weeks. Stable owners are required to give two weeks notice of the intended sale. An advertisement of the intended sale in a newspaper, published in the municipality in which the boarding stable is located, is sufficient notice of intent.

It says first it has to be unpaid for three months, then it says two weeks. I'm not quite understanding the legal terms? :)

It reads to me that under the 'horse' section of the act that the period is only two weeks.

Anyone that I know that has invoked the Innkeeper's Act does so after the 2 week period has passed so to the best of my knowledge, it IS 2 weeks ...
