The horse that died was pulling a wagon in 90+ degree heat. Banning horse-drawn carriages because of that is like banning people playing softball because somebody suffered heat-stroke while playing in 90+ degree heat -- it's overkill. Then again, with PETA, what can you expect?

In many of the places that have horse drawn vehicles in urban areas (where the actual temps are much hotter than the "official" air temp), the animal control officers/mayors/etc will order the carriages off the streets in the hottest part of the day during heat waves. That happened several times in Lake George Village when I lived in the Albany area.

PETA wants to stop everything, and it usually has nothing to do with animals. It's just another club for crazy people to join.

New York City bans carriages from working & orders horses back to the stable when it's over 90F. Makes sense to me.

Does New York City also ban their marathon if the temperture hit 90 degrees??

High school football taems pratice all the time in 90 plus g degree heat, or they would not pratice down here, and a horse is so delicate it can not trot down the street in 90 degree heat??

Next thing you know someone is going to want to ban horse racing in 90 degree heat.

Do not forget PETA also believes horse racing is wrong. They turn up on occasion at race tracks.

Enacting laws to protect animals (like NY) isn't such a bad idea. Remember however, that PETA took offense to President Obama swatting a fly during an interview, claiming "We support compassion for the even the smallest animals,". Then sent him a humane bug catcher that captures "uninvited guests" so that you can release them outdoor (flies, roaches, etc.). I don't think PETA should be trusted as "the voice of reason".

Humans can decide for themselves if it's too hot to compete.
Back in the early 90's, I believe, there were several cases of carriage horses collapsing in the summer. Remember it's not just the heat; it's the concrete they stand on all day, which makes ground temperature unbearable, and the car truck bus exhaust. They work in the busiest areas, and in NYC when it gets very hot the air just sits and the pollution is terrible. I too roll my eyes when Peta goes too far, but a new law in response to several horses dying or collapsing that's just enforced locally seems responsible to me.
