It was watching what happened in NY early on with OTB that made all other states decide it would be best if the tracks owned the OTB/OTW parlors. NY needs to see that what they have is broken and how the other states run theirs and follow suit. I agree, NYRA should be running OTB.

this is like you get into an argument with your GF or whatever, and she keeps threating to walk out the door and you get so sick of it.. you finally let her.. but she really doesn't want to leave, and you know she really doesn't want to leave, this is just showmanship on her behalf to get what she wants..
