What organization disperses these funds to owners, breeders, and stallion owners?

I'm curious about how statebred money is generated, who handles it, how much is spent on administrative cost, how much of it is put into statebred stakes, and how much is put into the overnight purses. In Texas our money is generated through handle in one form or another. Some of you have slot money, some of you have money from the state (NJ). What is the impact of statebred money on your state's purses?

In California it's the California Thoroughbred Breeders Association.

Do any of you have a benefit like this one from Louisiana?

Worldwide Breeders Awards - When a Louisiana-bred foal finishes 1st, 2nd, or 3rd anywhere else in the world, (including the United States) the breeder gets a Breeders Award. Breeders Awards are currently paid at 20% for a 1st, 2nd, or 3rd place finish in any stakes race of $25,000, or more at any out-of-state track with the breeders award capped on a maximum purse of $150,000.

I can see why all the horses are leaving Texas.

In Washinton state, the state distributes the owner/breeders awards. The owner of the track gets 50 percent of breeders awards and 25 percent of owners awards. For the last 15 years he claims if he doesn't get this money he will go broke. Our breeding in sentive program has gone down the tubes here.
