BC Nomination Alternative

I didn't know about this change for horses not initially nominated to the BC until I read this quote by Mike Machowsky trainer, breeder and co-owner of Caracortado.

"The Breeders Cup contacted me. I didn't realize there was a new program and if you pay $25,000 prior to June 30, he would be eligible. That's a lot cheaper than it was, and if you win one of the "Win and You're In" races, they pay your entry fee, which is like $60,000."

But if you're the owner of the horse racing, isn't it nice if said horse has already been nominated?
