How can a 9 year old own a racehorse?

Can a minor own a racehorse? If that's the case I am going to have my son buy a horse and own it...in Canada?

Below is the rule, as it appears in the Ontario Racing Commission, pertaining to under age licensing. TJ

"Under Age Licensing"
Persons under 16 years of age may be licensed with the approval of the Stewards and upon written consent of the parents or guardian. No person under 18 years of age will be licensed by the Commission as an apprentice jockey or jockey, except those who have previously been licensed by another Commission.
