I think it will be very difficult to follow-up on horses that were pulled up and vanned off or walked off and for that reason we should only collect data concerning confirmed fatal breakdowns.

No, I think we need the "vanned off" category as well. We may not be able to follow up as much as would be desirable, but "Vanned off" is meaningful.
Turfway Park's current meeting has been taking place approximately the same space of time as Santa Anita, but there have been NO euthanized horses and ONLY TWO have been vanned off. This is not a reflection of the quality of the horses--this is the track. Turfway has had to deal with heavy rain and widely fluctuating temperatures, but the horses are not paying the price.

Yes, you should also include the vanned off horses. Many of the vanned off horses still living will resurface on the workout tab over the course of the next 1-6 months. Some may get reported as euthed off the track in the Stewards' Minutes (where available). If the incident happened on a California track, check the vet's list, and if they never made it to that or don't ever seem to get off the vet's list, you will need try and investigate further. It's a slow and painstaking process, but you should be able to determine the status of most of the vanned off horses with time and patience.
