My point however was that all this care/concern with time spent 'on camera' vs. mandatory 'time outs', the ready availability of proper food, water, shade and rest, double layer handlers, etc. that I witnessed had to do with the utmost concern for animal welfare - the welfare of any animal - that was being used for filming purposes, horses as well as dogs, parrots, etc. I wondered if that was a California thing or pretty much a national level of rules/mandates for the film industry when it intersects with animals, horses included?
