You have to do it in the post that starts the thread.
Click the button at the top that says "New Topic." Type a thread heading in the subject box and a message in the "message body" just like opening a new discussion thread. Scroll down a bit and you'll see a second box that says "Poll Question" -- type the question in there (typically the same question as your subject heading) then add the first option in the "poll option" cell below it. Second option goes in the cell below that. If you wish to have more than 2 options, you have to click the box to the right of the last option that says "Add Option." That'll refresh and add a third box for another option. You'll have to do that each time until you list all your choices. I think it has a 10 option limit.
