What is really going on in Indiana?

Rumor has it they have cancelled owners' and breeders' awards to fund bigger purses? What about stallion awards? Any truth to this? I haven't been able to find any press on this big blow to the Indiana breeders' program.

They have eliminated the owner award money to add to the purses. Breeder money and stallion money is still intact.
