What does it mean that a horse has been declared?

I don't know the origin of the word per se as it relates to entries, but "declared" just means the horse was scratched.

If the horse is declared it means he has been entered into a race.

But there are refunds that goes to the trainer or owner if the horse is declared.

It seems to me the definition of the term "declared" is exactly opposite in the US and Europe ::

Wow thanks for that list, doesn't surprise me one bit they really have Bastardized the English language.
