Incompetence in Racing's Higher Archy?

The Stewards and racing commission's want to clean up racing and get rid of the bad influences so racing isn't compromised. So what do we call this? TJ

I'll give human error a pass on this one. What is this; the first miss-identified horse to race in years? About a half million races run since last one got through? Give me a break gang...
