I would be pretty surprised if any State Racing authority gives him a license to train. This is such a high profile case with a pretty overwhelming consensus that the penalty fit the crime. Hard to believe any jurisdiction would dismiss this. I guess anything is possible.

Unfortunately, I think because the racing commissioners did not do this when they had a stronger case, the courts will not uphold the decision.

Asmussen, Pletcher, etc. are still training and they have multiple bad tests and rule infractions. Being "obnoxious" as the commission called him is not against any rule.
Meanwhile, PETA send a large bouquet of flowers to the Racing and Wagering Board for its decision Wednesday to ban Dutrow.
"Mr. Dutrow is a danger to thoroughbreds, and he has no place on a track," said PETA Vice President Kathy Guillermo. "We're grateful to the New York racing commissioners for saying, 'Enough is enough,' and we urge all states that have racetracks to follow New York's lead and ban Dutrow."
