I am not sure of all the details but... In the last legislative session a law was enacted which barred anyone from accepting a wager originating in Texas unless the wager was placed inside the enclosure of a licensed facility. (Before, it was only unlawful to place such a wager.) Testimony to the TXRC by Drew Shubeck (LSP President) indicated the out of state ADW platforms would not accept this restriction (which Lone Star tried to add to the contract) and instead chose to not accept any wagers on Lone Star races. I suspect the intent of this law was to protect the existing simulcast revenue from ADW competition but the Law of Unintended Consequences always lurks nearby.
