Graded Stakes Races

I would like to understand how Stakes races are graded. Some races are graded lower than others but pay more. Seems like the higher the purse the stiffer the competition, the higher the grade should be.

I understand that the condition book may exclude a G1 winner from a G3 race, but I still scratch my head when I see a G3 race pay 750K and G1 race pay 400K.
