Have you checked the pasture to see if there is any St. Johns Wort growing. It's sort of a ragged looking plant, they get to be about 3 ft high, and they have yellow tiny flowers.
As a herb it is used to combat depression, but can also cause photo sensitivity. Cows that have white markings, or are light colored can get photo dermatitis. As can humans. I suspect that horses that ate the plant would have the same problem.
If it is in you pasture, you might want to make sure that anyone trying to pull the plant wears gloves and long sleeves. Humans get the photo dermatitis too.

For true photosensitivity they really need to be out of the sun until it heals. Some horses just can't handle it, some get over it. Just be very careful with it as it can kill them due to liver damage.
Also take note if it's not photosensitivity and really just sunburn. Plain ole sunblock or desitin will fix that.
