It looks almost like the skin under the hair is part white and some black skin, with all the same color hair, which is basically black.

Anyone ever hear of this before? Is it chimeric?

What is this called, how does it happen?

It's very unusual. Personally I think it's either chimeric or somatic and just a different black individual (and thus a different tone).

Like this, only both sections are black:

Very interesting case, but I think that within Thoroughbreds there is a very
remarkable case with a slightly different design. His name is ALADIN DANCER:
