Australia is one of the few countries that (untill last year) has stuck to its guns and not had this rule.. hence the reason why creams and frame overoes where not allowed. However, they have now been legally forced to fall inline with the other studbook of the world (there is some sort of Stud book treaty ) and Australians have flocked to buy overo positive and cream tbs.(8 so far!)
It's called 'The International Stud Book Commititee' Belambi.
Each country has their own Jockey club and stud book for Thoroughbreds and racing but they fall into continents also.
If I remember correctly it's North America, Asia, Europe etc.
The ISBC is made up of representatives from Worldwide TB stud books but Weatherbys is the base.
So each country follows the ISBC guidelines but they don't neccessarily have to include them.
Weatherby's (English and Irish stud book) who are the foundation stud book for all Thoroughbreds put forward to the ISBC meeting in 2008 that they allow Cremello as a colour (they used my Electrum as proof as I had imported him from the US and his passport said palomino)
They approved it and Electrum was the first to be correctly registered as cremello.
Previously Germany had asked the ISBC for approval of palomino when Gwen imported a palomino from the US. (could have been Weatherbys when the palomino The Gold Fox was imported here but not sure?)
However each country can have the choice to whether they choice to allow these colours or not in their own stud book...as Europe is classed as one, Germany can automatically register cremello because England had already got it approved by the ISBC.
I believe the US and Canada are still refusing to register cremello even though the ISBC said they can.
I thought Australia was still refusing to allow dilutes?
The 8 generation is also approved to all but not every country choses to include it.
This is to the best of my knowledge and I stand corrected if wrong
