Mare #1) I acquired a mare a few years ago and her papers do not match her. I was wondering if there is any way I can track down her papers. I have called the Jockey Club with all tattoo combinations my mare could possibly be (It's not to clear) and no matches. SO, the papers that I have are for a filly named Radical Secret. Jockey Club registration number 0005464. There are a few people's names on the certificate, but I am not sure if I can post them.
Mare #2) We purchased a mare last year named Worlds Fair. She came with no papers. How would I go about obtaining them?

It can be very difficult to get replacement papers. The Jockey Club does not track nor police horse ownership and they will not issue duplicate papers for a horse if there is a whisper of a chance that the original papers still exist. So you can get the order form for the duplicates, but the tricky part is that they require a signed, notarized affidavit from the last owner they have record of stating how the papers were lost or destroyed. However, since you know her name, provided that really IS her name, you can register TB offspring from her with no problem.

The affidavit on the bottom of the replacement order form, plus the bill of sale and $150 would likely get your new papers issued.
Regarding horse #1, you could turn in the papers you have to the Jockey Club along with an explanation. You could try using a black light to read the tattoo, which is the ONLY way of identifying the mare you have.

TB foals can be registered out of a mare if (1) you know her real name, so the DNA checks out, and (2) her papers have not been turned in to the Jockey Club marked "deceased" or "sold without pedigree."
Deciphering tattoos can be tricky. You may know this, but if they are for an American born horse they usually start with a letter which decodes to the year of birth. So if you can identify your mare's age by her teeth you can figure out the first letter. 1996 was Z, 1997 was A, and then it goes on alphabetically after that. I have two foreign born horses (Argentina and France) and both of them have registration and tattoo numbers that start with the number "3".
