Tattoo - can it happen...

Can it happen a registered tb horse is racing for a year (4-5 races), and she is not tattoed?

Is she racing in the US or Canada? She would be tattooed in these countries

It is not possible to enter a horse in a Thoroughbred race (in NA) without a lip tattoo.
So Run for the Roses, as fast as you can.....
