Its back to the drawing board. The pic I bought does NOT match my thoroughbred, and he is Definitely NOT "Harty Congrats". Just posting an update for all those interested.
I will keep trying and post what I find here. I did tell the photographer the markings, but I had to buy the picture anyway to find out for myself even though the markings don't match. Somehow, that doesn't seem right, but I knew I would be throwing away $30 bucks if it wasn't a match so no harm done. Just a little lighter in the pocket that's all. Not to mention the money on the jockey club....oh well, I'd do it again and probably will when I get another "hit". Just telling my experience for those who might do this also. I am disappointed, but, thats life!!!
So...the saga continues, thanks to all for your help!

Yup, I did pay the jockey club for the report and thats how I came up with "harty congrats" Unfortunately, my horses' tatoo is not easy to read, he has a lot of Black on his upper lip. The only really clear part is the "Z". I have tried several different number combinations with the jockey club trying to determine the correct tatoo. This was the first time I got a "hit" with one of my submissions, so I bought the report, and then the picture. I had my doubts that my horse was "Harty" so I'm glad I bought the picture to confirm the fact.
My next thing to try is a black light to try and read the tatoo better. Any other suggestions? Thanks!

A lot of them get a bit illegible as they get older... the tattoos fade.. I have yet, though, to be unable to decipher one. Stand back from it. Squint a bit...
Otherwise, see if you can backtrack your horse... where did you get him? Did he race? If so, where? etc. etc. The only sure way otherwise would be to pay for a DNA search, and I am not sure how complete the records would be for 1996...
You could also try to link a photo of him here and see if one of our many racing members recognizes him..

Oh, I feel your pain. We went through this years ago... bought a mare from a gal who'd had the mare for years. She told us how she had purchased her off of the meat truck, the guy driving thought she was too nice of a mare to go where he was going, and that she had the tattoo researched and found out who she was, but never applied for the duplicate papers because she didn't need them. She showed very successfully with this mare as a hunter/jumper for years, then bred her for a warmblood foal. No big deal, we thought... we'll just get a duplicate set of papers!
So, we looked up the mare's breeder and contacted her to ask if she had a copy of the papers or knew what had happened to them, or who she had sold the mare to, etc... only to find out that this person was there when this mare had DIED!
Obviously, we did not have the mare we thought we had.
The gal who sold her to us was mortified and offered to take her back... she'd thought for about 10 years that she knew exactly who she had, so she was in more shock than we were!
This was an older mare and parts of her tattoo were somewhat legible but others simply were not. We played the game for well over a year... we'd submit a number to the JC that we thought MIGHT match her tattoo based on what we could make out of it, they'd look it up and tell us if it was a match (dark bay mare of the right approximate age) or not. Most were not. We had three that were after I don't even remember how many attempts.
They would not just describe markings, etc. to us on those three... we had to actually complete the paperwork, take the pictures, record the markings, and send all of that in with the fee. Then they would pull the records, check markings, cowlicks, etc. and let us know. They held the fee from one submission to the next so we only had to pay once, but we had to do the complete paperwork, markings, and pictures for each submission.
On the third try, we finally hit a match. Mind you, this is after we had bred the mare, thinking she was a different mare, and the mare had even already foaled! The mare ended up being "Kid's Bid" and we named that foal "Hoosier Momma Kid" (Indiana bred foal.) I always thought that was one of our more clever naming choices!
Anyway, good luck with your quest... it may take a while but if you keep at it, you'll find out who you have.
