State Breeding Programs (NY, FL)

Hey everyone,
I have two mares right now (lunar beach and street sharp) who are probably going to be bred next year. Neither one is incredibly commercial since their pages so far are empty of black type until the third dam. Lunar Beach has shown she can compete reasonably on the grass, but as it seems clear she will not add any black type, I am eager to get her bred into a state program. I'm thinking we might send her to Cherokee Run who I like a lot at 25k and who we've had some luck with in the past. Street Sharp has just had a lot of bad luck with a few leg injuries that will probably prevent her from getting to the track. Since she is unraced and her dam is very young and has yet to produce anything, she too probably is best fit for a state bred program.
My real question here is would you look harder at NY or FL to participate in? We are based in NY for about 8 months of the year and send most of our horses down to FL for about the other 4. Either could work pretty well for us. Does anyone have strong opinions on which path makes more sense?
