The mare is Miss City Princess.
Which stallion is a better cross Steven Got even or Stormin Fever?
Who's better for this mare?

Peaks and Valleys looks like he worked pretty well. Miss Bridget Jones, the daughter of Miss City Princess, was a good runner. One of the best nicks known is Blushing Groom and Nijinsky, which has produced a ton of grade 1 winners, probably most notably Lamatarra. Two other recent ones that had that cross were Fantastic Light and Designed for Luck. The mare Miss City Princess has that combo through her sire Carson City, and the cross was doubled up when bred to Peaks and Valleys. If it were me, I'd go to him or find a stud that has Nijinsky and Blushing Groom in the pedigree.
Of the two choices you gave, it pretty much depends on what you're looking for. The sires are different, excpet both have Seattle Slew in the pedigrees. Stephen Got Even was bred go a distance of ground, being by A.P. Indy out of a Cox's Ridge mare, and his success was at a mile and over. But he seems to sire precocious horses. His best horse thus far, Don't Get Mad, seems like a 7 furlong or mile specialist, though he did run fourth in the derby. He also had a $3.1 million two year old last year out of a Black Tie Affair mare. So with the right mare, he can pass on some speed.
Stormin Fever was a good horse, won a grade 1 at 7 furlongs, and was able to finish in the money in some important races over a distance of ground. He's been just so-so thus far at stud, with only Tarlow having big success at the track. He did have a filly win on the grass on Oaks Day that beat a very good field. Strangely, both of those fillies are better over longer distances, and one would think that Stormin Fever would sire sprinters. Hope this helps.

Chicago78 has made some good points; I'll add that Mt Livermore is especially good for this mare as his son sired a SW from the dam, he returns the powerful Blushing Groom/Nijinsky nick, and also because Mt Livermore has combined with the damsire Great Above in Mt Livermore's best son Housebuster and the G2W Higher World (that's big).
A breed back to Peaks and Valleys could very well be the way to go...

BTW, SGE might be better than Stormin Fever on account of his bringing in La Trioenne through Seattle Slew and Buckpasser for her 3/4 sister Adargatis (see Vindication for a successful example of combining this female line with Seattle Slew and Spend A Buck for a successful example of it and Buckpasser).
Stormin Fever has Seattle Slew; but there's no Buckpasser and the SS is a whole generation further back (that's a big negative).
