Jean: I don't follow the connection between HRA paying a stud fee subsidy to mare owners somehow constitutes being in the stallion business. If HRA was going out and buying or leasing good sires to set up a 'National Stud', as is commonly done in many countries then that would be being in the stallion business in my books. It also might be how they would actually accomplish what they wish to accomplish, though I certainly hope they don't try as in my opinion it would turn into a fiasco with unqualified patronage appointees making arbritrary decisions because they can. I suggest you read the program details for yourself before you come to any conclusions based on what I have said.

Dave I heard about it this weekend, and figured there would be something forthcoming in the mail. At first glance it sounds "bad" but I'll have to see it myself.
