Nice crytic answer. I don't actually need to guess. Instead I will say with absolute certainty there are no stallions in KY whose 2011 books are closed right now.
I'm assuming that the horse you're referring to is a very popular stallion. Probably one who's already had a lot of interest expressed. But stallions--especially popular ones--aren't booked on a first come, first served basis. At this point in the year, when fees have yet to be announced the majority of mare owners haven't yet submitted their mares anywhere.
So here's how it works. Imagine there's a stallion--Mr. Popular--who will have a book of 130 mares in 2011. The stallion manager already has 130 submissions. Why on earth would he want to close the book now? Instead, he'll wait until fees are announced and everyone submits. Then he'll have 250-300 mares to choose from and he can narrow that down to the best matches, or the graded stakes producing mares, or the ones with high-fertility, or that belong to to past clients who pay their bills promptly. Whatever means he uses to choose, he's going to retain that choice. He's not going to close the book in October just because some people called early. (If only it was that easy to get a bad mare to a good stallion!)
As an aside, since no one knows yet how much they're going to be paying, the fact that submissions are coming in early is in no way binding on either side--and won't be until stud fees are announced and contracts are subsequently signed.
