I agree with Benchmark at $4,000 this year. He's had a couple of millionaires...I don't think anyone else in california has that record with progeny with that stud fee.

Perhaps you should have two divisions of best value, one for breed to race folks and another for the sales breeders. To me, your list is about the best bang for your buck if you are going to breed and race the foal.

First off, I don't know that you can call any horse with no foals to race yet a good value stallion. They might offer a lot to a breeder on a budget, but they could end up like Gentlemen--a total flop. You don't know.
Some other well-priced stallions for breeders on a budget:
Concorde's Tune
Raj Waki
Out of Place
Wagon Limit (a REALLY nice horse for a breeder on a budget)
Lite the Fuse
Sweetsouthernsaint (even without his top earner, still quite good results with indifferent mares)
Matty G
Outflanker
Kipling
In the $10-15k bracket, you have Sky Classic, Mutakddim, Petionville, Bertrando (in CA), Bold Executive (in ON), the young Pure Prize, Quiet American, and Dehere. It's interesting to me that Seeking the Gold is not widely considered a big-time sire of sires, but two of his sons have proven to be very useful sires of good racehorses (just not jackpot horses).

I agree with the statement except the reality is many breeders are just breeding to sell. Of the original list, in the last 3 years, I do not believe anyone could have bred to these stallions, paid for mare care and sold the foal for a profit based on the median or even average sale prices.

Not a Best value for sales but definitely a best value for breed to race:
Limit out in WV with a $39,213 in 2008 [not life time] averge earnings per starter and 60% winners from starters in 2008.. And he's doing this with very "average" mid-atlantic mares including two of mine.
NayLee farm for $3,500.
Cherokee's boy in MD. No foals to race but he has a 48/19/10/8 with $1,177,946 in earnings with 14 stakes wins, 7 stakes places & 7 stakes shows.
Has nine [9] triple digit Beyers
