Well I never worked on a commercial breeding farm, but I do have my own and they all start eating at about 2 weeks. I mostly have to hand feed them their food. Once they get the hang of it they're quite happy to eat. I do not let them eat moms food if possible because they can not digest if properly until about 3 months of age. We sit in the field with mom and babies to get them eating properly.
I have had NO OCD in any of my young horses whatsoever. They never get a diet rich in startch and to be honest very few calories when the forage is good. Big commercial farms do not take the time to see who is getting what feed. They can't really.
Instead of making assumptions research all you can on OCD. Lack of and too much nutrition has an equal impact on this condition.
