Seems like a definite loss of skin pigment. I know horses can have vitiligo but it's usually around the eyes/muzzle.

we have one off track TB here with that on nose,eyes,legs...he was diagnosed at the university years ago and travelled with his vet report so he would not get scratched by vet...
