Why hasn't Foggy Note been named a Reine?

Foggy Note and her female family descendants/relatives Belle o' Reason, Moon Glitter, Ruby Slippers, Retsinato, Hooplah, Afifa, and Passing My Way were designated reines by Ellen Parker in Oct. Hopefully, the db here will reflect them as such soon.
