Some excellent stallions have already been listed but for my money Northern Afleet and Smoke Glacken are two of the best in that price range. SG is over 20k and NA still has some things to prove to others (not me) so I would rank NA as the best priced now and also the stallion with the best potential down the road but you would have to share my views about NA. He does throw a very correct foal.

Um... certainly not for me. Slew City Slew is here in KY. There are also six other stallions here with a reverse, but similar pedigree, who are by Mr. Prospector (or sons/grandsons) out of Seattle Slew mares. I just can't imagine a northeast (the original poster is in PA) or KY/MD/VA/WV breeder sending a mare to Oklahoma to be bred.. but you seem familiar with Oklahoma, what incentives or advantages would such a foal have or be eligible for? You would have to count KY out because the KY Incentives require the foal to be sired by a KY resident stallion.

Madelyn, I am not familiar with Oklahoma really at all... I live in Nebraska and am much more familiar with Nebraska and Iowa. Was just pointing out that Evansville Slew is a nice stallion, and in some cases the cost of transport (though maybe not from PA) would be worth it. I myself just sent a mare from Iowa down to Slew City Slew and to me, the transportation costs will hopefully be worth it. 
Oklahoma's breeding incentives recently changed, now that the slots money is included in the support. Now they will be having some form of stallion incentives as well as broodmare incentives. If the foal is born elsewhere, but is by an Oklahoma stallion, there is some benefit. I haven't looked into it. The Oklahoma Horse Racing Commission website likely has all the incentives listed.

Another good sire in Oklahoma is Kipling. They say (the farm) that Kentucky farms are wanting to purchase him...
He doesn't have many foals, but he got a grade one winner (Kipling), another graded stakes horse, and quite a few stakes winners from foals (like 8%) out of below-average mares.
He is out of A.P. Indy's dam line. I just sent a mare from Texas to him...thought he was worth shipping to, and his stud fee (now) is $2,500.
Other nice value sires? Limit Out (I like him too, Griff), Intidab (he is in Kentucky), and he has gotten one graded stakes winner and multiple other stakes winners out of just a HANDFULL of foals.
Strategic Mission is one of those also: he has gotten a grade one winner, a grade two winner, and several other stakes winners out of like 20 foals.
Of course, none of these offer high commercial value...they are just great breed-to-race options.
