Hi Ben,
This isn't an excuse, but the clock's been ticking in regard to these reforms and it was announced last year they expected most all juristictions to be on board by the end of 2014. Yet the problem remains the same getting this to move forward. Jurisdictional red tape which increases the time it takes to change the rules in each individual racing state...as well as discussions between the Commission, State and horsemen prior to moving forward....it's all so time consuming because each state has a different process's to change racing commission rules. Racing organizations such as HBPA and TOC have a right to voice their opinions for or against during this change, yet they know this must be passed nationwide if they don't want new oversight committees to rule racing.
According to The Jockey Club (and Phipps should be aware of this since he is Chairman of the JC), the number of U.S. racing jurisdictions in which the model rules have either been approved by regulatory agencies, are in the adoption process, or are under discussion account for more than 90% of pari-mutuel handle and about 90% of purses.
I have no love for PETA, they are a radical group....but I applaud this undercover investigation video in hopes that it will move these slower moving red tape states to get these uniform rules in place without delay. Racing can only turn this around with swift movement toward the uniform rules and expedite the investigation against everyone who spoke with blatant disregard for the rules in the PETA video. This includes Lukas and Stevens as well. Lukas' new found resurgence portrays him completely different from years ago...his respect factor has increased dramatically from his reputation years ago. That conversation between the two of them needs to be addressed. Below is another article discussing where they currently are with the reforms...but they better get this moving ASAP or face the backlash of this video. TJ

Thyroid-L which is an duretic, just as Lasix. Mixed and used together, NSAID,s mixed and used together, alongside ventipulmin, and bute.
An box of syringes everyday put into an horse, is not the way for long racing compaign.
If an horse is sound, than it does not require any medications and is able to run.
When an horse is unsound it,s needed to be treated, but should not be able to participate in racing.

That isn't true....the National HBPA is not resisting the change. They are embracing the change. (read it here http://www.bloodhorse.com/horse-racing/ ... drug-rules ) I've said this before and I'll say it again, the problem is the state government and the time it takes to make changes to established law. Stronach's Sept 1 deadline is unattainable in many states as Phil Combest of the Florida HBPA explains. TJ
“While there are some positive suggestions in the Stronach Group’s initiatives, the September 1, 2014 deadline is virtually impossible to achieve in Florida,” Combest said. “The Florida legislature adjourned without taking any action on the legislation that the Florida HBPA, working with The Jockey Club, proposed. It is unlikely that the Florida Legislature will take this matter up in a special session before September 1, 2014”.
Combest went on to add, “I suspect there are other racing jurisdictions throughout the United States that will face similar hurdles with regard to obtaining legislative approval of thoroughbred racing medication rules before September 1, 2014”.

If the Florida HBPA would help Stronachs view and pushes the regulators, than that would be an easy call. But Iam 100% sure that they are not backing Mr Stronachs view, so they blame the regulators.

Hi Ben,
You try and push the legislators...they've been holding it up down here for a long time. HBPA are behind Stronach on most of the issues (except the timeline) and as long as they are in line with the RMTC and RCI they will be changed when the legislature gets off it's butt. This is a big country and law changes and uniformity in laws over 38 states take a long time. Uniformity will be the best thing that ever happened to horse racing. It will also lower accidental drug overages due to the lack of uniformity in various jurisdictions. It will take time, but everyone participating in the business knows this and are in favor of it. It has been announced by RMTC they expect everyone to be on board by the end of the year (pending legislative help)...Stronach is Florida racing (as well as California, Oregon and Maryland), so it's up to him to use his influence to move the legislators, the HBPA can't and certainly aren't stopping him.
