Interesting case. I will be interested to see the outcome and would like to have the race's PPs and chart on hand. I have on a few occasions felt like calling the stews when a riders sends a horse with no speed to the lead on a suicide pace, or goes six wide when running dead last by open lengths chasing a fast pace. It would be one thing if they were pulling or sitting chilly, but when they are sending, there can be no other outcome than the horse stopping. I have seen lots of fines for failing to persevere to the wire, which are generally pointless because the horse was through, but have never heard of fines for sending the snot out of a horse with no speed or putting one down on the inside who obviously hates it to get it beat. I guess the stews figure that the rider getting fired will be punishment enough.

If so, Vic's got too many side jobs. Track announcer, jockey's agent, bloodstock agent... Sounds like a recipe for a conflict of interest charge.
